Background

The Ministry of Economy and Innovation Hamburg (BWI) has been tasked by its Senator to develop the import strategy for green hydrogen for the city of Hamburg in close coordination with the responsible authorities in Hamburg and public companies. As the third largest port in Europe and third largest industrial center in Germany, the port of Hamburg is predestined to act as a landing point for hydrogen and Power-to-X (PtX) product deliveries and to act as a reliable partner for producer countries.

The German National Hydrogen Strategy foresees a demand for green hydrogen of 90 to 110 TWh by 2030. As the majority of Germany’s green hydrogen and PtX product needs in the future will need to be covered by imports, a well-designed import strategy of the city of Hamburg as part of Germany’s overarching import strategy is a central element for future decarbonization of all industries to reach climate neutrality by 2045.

 

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and Guidehouse are commissioned to support and advise the German Ministry for Economic Affairs and Climate Action (BMWK) in the implementation and conceptual development of the energy partnerships with selected developing and emerging economies worldwide. The bilateral energy partnerships are a key element of the German Government’s energy-related foreign policy strategy. They bring together high-level intergovernmental dialogue with practical, goal-oriented project work, while involving the German private sector as an integral part.
